I think that if you tell someone they should do something, you should be able to do it or at least be able to set an example in this behavior.
Case in point: Bush recently said the National Anthem should be sung in English and if you are going to live here, you should learn how to speak English.
So, if Bush is telling Americans they should speak English then he should at least have a level of competancy in English.
His own speaking history tells otherwise:

(not grammatical: should say: "Our priority is our faith."

huh? Communicating meaning is essential for fluency in a language.
"For those that are uninsured, many of the uninsured are able-bodied, capable people capable of buying insurance choose not to do so." George W. Bush November 10, 1999 Comments made during an interview with WMUR in Manchester, New Hampshire.
Again, people understanding what you're saying is important in fluency of a language.

That would be Spanish.
"The legislature's job is to write law. It's the executive branch's job to interpret law." George W. Bush November 22, 2000 Comment made in Austin, TX and reported by Slate magazine.
That would be the judicial branches job. And, understanding the function of the executive branch is important to be a good citizen -- and, well the President.

Well, this last quote isn't grammatically incorrect but speaks to Bush's latest remarks about speaking English. Are we a dictatorship when a president orders people to sing in English, when 25 percent of our nation speaks Spanish?
In addition, if Bush is telling others to speak English, he needs to learn how to speak it better. Yes, he has dyslexia but this should make him more compassionate for others who are not fluent - instead, he is not compassionate or accepting of other languages - even though people speak many many different languages here in the US.
