Cooperation development scholarship competition General conditions - Academic year 2002-2003
Each year, the Universit catholique de Louvain awards some thirty scholarships to university graduates from developing countries, to pursue postgraduate studies: DES (diplme d'tudes spcialises), DEA (diplme d'tudes approfondies) and Doctorate (Ph. Scholarships towards the DEA and Doctorate are awarded with the aim of enriching teaching and university research activities of the candidate's home institution.
I. Procedure
Students and researchers who fulfil the requirements for receiving a scholarship (see II. A.) and who subsequently wish to submit an application for scholarship must first write to the Secrtariat la coopration internationale (SCO) of this University before 30/10/2001. They must include in their letter a description of the programme they seek to undertake, a short note explaining how they comply with the eligibility and selection criteria and a detailed curriculum vitae; application forms will only be sent to those students who are eligible.
Duly completed and eligible application forms, i.e. with all the required documents, must be submitted to the SCO before 31/12/2001; they will then be forwarded to the appropriate Faculty authorities for potential admission to the study programme chosen by the applicant. In the event of approval by the Faculty, the application will then be forwarded to the UCL Committee for Cooperation and Development (CCD) who, once a year, will examine all the applications submitted, by comparing them and selecting the applicants according to the five criteria for selection (II.B.)
The selected applicants will be sent a scholarship contract offer and the required documents for their stay at the UCL.
II. Criteria
Candidates who wish to apply for a scholarship must meet all the relevant items (II.A.), as well as meeting the highest number of selection criteria (II.B.) which constitute a prerequisite for deciding on a candidate's eligibility.
For their application to be deemed eligible, the candidates :

must be nationals of a developing country; are not eligible : nationals of developing country who, by their administrative status in Belgium, have comparable rights to Belgian nationals in terms of residence and/or social rights;
must be under 35 years old (for a DEA and/or a Doctorate) or under 40 years old (for a DES); must hold a university degree, obtained after four years of study (which involved the writing of a final paper) and considered by UCL as equivalent to a Belgian university degree;
must have an academic average considered by UCL as equivalent to at least 14/20 (70%); must propose a programme of study which will not involve repeating at UCL studies done elsewhere;
must be unable, for institutional or personal reasons, to carry out fruitfully their study programme in their own country (or area);
must submit a programme of study that will not exceed four years for a Doctorate;
must have a sound knowledge of French, both written and spoken;
must not have any means (personal or other) to finance their stay at UCL;
if a DES applicant, must have had, since graduation, at least two years' experience in an occupation related to the programme they wish to apply for;
if a DEA or Doctorate applicant, must have held a teaching and/or research position at university in a developing country for at least one year after graduating;
medical doctors desiring to do part of their clinic specialisation at UCL must provide proof, on the one hand, of admission in their own country or another developing country, to a programme in a medical speciality for which they are applying for complementary specialisation, and on the other hand, of at least two years' experience in this field in a clinic/hospital recognised by a university.
