Most people do get paid vacation in the u.s. but I've never heard of that problem. We have plenty of abandned animals, animals turned over to shelters, people who move and "can't take their pets", etc. but I've never heard of the vacation thing. People board them, take them with, hire a pet sitter or have a neighbor take care of them. Of course cats, you can just leave food and water for a couple days or get a pet feeder with compartments that open on a timer. I suppose some people just leave them in the backyard (wah). Something else to worry about. 
Well I have not heard of anything like this in the US, though there are other pet abandonemnt and abuse issues, but I live in California, which proably has some of the strongest animal rights sentiment, and I am not completely sure about the rest of the country but in California people tend to pamper thier pets, and there is a strong feeling of viewing pets as part of the family, and being like childeren to them. And in the US there are acutal Pet Sitters you can hire, and people tend to ask thier firends or other family to look after the animals, and there are bording places, as well, I think Vertinarian Offcies will bored pet.
