Sounds like the U.S. I think that it's mainly the responsibility of the parents, but then again I've heard that peer have more influence than parents. 
in my city (Jakarta) some street boys as little as 9 yrs or even less, beg for money to buy glue (aica aibon) that smells like benzol. Not to because they want to do handycraft, but because they like to sniff the glue so to get 'high'. Very sad fact. 
@FF, the BBC reported earlier this year (and youth crime and drug problems are infinitely worse in the UK than over here, with teens stabbing other teens to death on a regular basis), that THE solution to the problem is a simple one: there should always be at least one parent at home when a child is home, and families should always have supper together, during which they discuss what they have been doing during the day, the children as well as the parents. When families bond in this way, the children are apparently less prone to influences from their peers.
