    香港六合彩在香港民间彩票早已出现，1975年9月经香港政府批准、“英皇御准香港赛马会”独家发行的各种奖券（既香港六合彩）。政府通过《赌博税法》监管注册彩票公司。香港的彩票管理部门是香港奖券管理局，其职责是负责所准许的奖券活动。该管理局由9名委员组成，全部由政府委任，其中4人为马会代表、3名为政府高级官员、2名为社会知名人士，主席由马会代表担任。香港彩票销售收益的分配比例是：15%为政府奖券基金，用于社会福利、体育和康乐计划；59%用于返奖；6%为管理局向马会支付的成本，20%是向政府缴纳的税金。香港彩票委员会先后于1984年和1989年加入国际国家香港六合彩组织协会（AILE）和国际足球彩票协会（INTERTOTO）两大国际彩票组织。 　在香港，主要发行赛马彩票（简称香港六合彩）和六合彩。马票在赛马季节发行，在赛马当晚，这两种彩票已经成为香港市民生活的重要组成部分。
